Pennsylvania offers some of the most attainable homeownership in the Northeast — Pittsburgh remains one of the best price-to-income big-city markets in the country, and much of the state transacts well below national medians. That makes FHA, conventional 3%-down, and first-time buyer structures especially effective here.
